There are several exciting development projects underway which will improve key areas across South Ribble. Together they breathe fresh life into the area whilst providing jobs, new homes and other community-based opportunities.
Leyland Town Deal
Project overview
The multi-million-pound Leyland Town Deal project is underway and will see a once in a generation investment into Leyland Town Centre.
The work includes:
- Leyland town centre improvements including a new public square and commercial and residential developments including improvements to Leyland Market
- Southworks - a business hub for skills, events and workspaces alongside dedicated office accommodation

Progress so far
The former NFM Iddon’s factory on Quin Street has been demolished and the site has been handed over to RP Tyson Construction Ltd to deliver 22 new homes along Quin Street.
RP Tysons Construction Ltd have been chosen to undertake this development. They have made significant progress so far including the site enabling works comprising drainage, foundation and retaining wall structures. We are aware that much of this work is taking place behind hoardings but soon, you will be able to see the new buildings (the ‘superstructure’) coming out of the ground.
Leyland Market has been temporarily vacated to a new, nearby location in Kings Court. It is flourishing in its new temporary home with lots to offer shoppers. In the meantime, earlyworks for the refurbishment of the existing building have started and we are all looking forward to seeing a bigger and better offer back in its old home.
Timescales – Quin Street
- January 2025 - RP Tysons Ltd took possession of site
- Spring 2025 – Delivery of enabling works including sewer diversions, foundations and drainage
- Summer 2025 – Substructure works
- Summer to Autumn 2025 – Superstructure works
- Autumn to Winter 2025 – Fit out works
- Spring 2026 – Completion
Indicative Timescales – Commercial Phase
- Summer / Autumn 2025 – Commence on Site
- Autumn 2026 – Conclude Commercial Phase
Giving back
The Council’s normal practice for these large re-development schemes is to ensure that the contractors and developers ‘give back’ to the local community, through a scheme called ‘Social Value. RP Tysons Construction Ltd will be delivering social value as part of their contract with the council in the form of apprenticeships, work placements and supporting schools and colleges with careers events.
Eric Wright Construction have also committed to local spend, apprenticeships, placements and volunteering opportunities.
Jubilee Gardens extra care
Project overview
A new state of the art ‘Extra care’ facility is being developed in South Ribble. The scheme has been named Jubilee Gardens with reference to the Queen's Platinum Jubilee in 2022.
Extra care means that residents, who will be over 55 years in age, will gain access to a high-quality housing which allows them to maintain their independence whilst at the same time ensuring access to vital support.
Jubilee Gardens is a £20.5 million investment for South Ribble to provide 75 apartments with supported living facilities including a café, hair salon and support services.
The site is located on the former print works site off West Paddock, adjacent to the Civic Centre in Leyland.
Timescales
The facility is close to completion. The site will be completed in May 2025 and we will be soon commence advertising for applications from those people who meet the criteria to move in. New tenants are expected to be welcomed from Summer 2025.
Giving back
Throughout construction, Caddick Construction is delivering a £6.6m social value investment to create a legacy through a host of initiatives to support the neighbouring community. These include a series of work placements, employment opportunities and vocational training for local people.
The business has localised its supply chain spend to the Central Lancashire area, with a further spend of £4m with local subcontractors and £250k with local businesses, all of which is expected to support 70 jobs.
Ensuring the building work supports local good causes, Caddick has also dedicated hours of staff time to volunteering with local charities and pledged to donate £5,000 in total to community projects.
Penwortham Masterplan
Project overview
The Penwortham Masterplan will see the delivery of highway improvements and new areas of public realm across three key destinations in Penwortham, including Liverpool Road, Kingsfold and Middleforth.
Progress so far
The project is currently at concept design stage and over the years, we have has carried out a series of engagement and consultation sessions with the local community, businesses and key stakeholders.
This has included;
- Public consultation on key issues and questions in August 2021 via an online survey and drop in events
- Public consultation and stakeholder events throughout July and August 2022 on a draft masterplan
- Ward Member and Penwortham Town Council engagement in late 2024 to ensure we are still delivering a scheme in line with the original masterplan
Timescales
Due to the scheme’s proximity to the highway, we must gain the approval of Lancashire County Council, as the highways authority. Once a design has been approved in principle with them, we will update this page with timescales.
We have committed a significant budget to this scheme and we hope to see work happening before the end of the year.
Upgrading our leisure centres
South Ribble Leisure Centres are undergoing a multimillion-pound improvements project, which will make them greener andmore energy efficientas well as giving them long-needed modernisation and upgrades.
Already, a series of decarbonisation work have been undertaken across the four sites which have involved significant improvements to the infrastructure that keeps the centres operational and energy efficient. Final electrical upgrades are in progress with works scheduled to be completed across all sites in 2025.
The next stage is underway and will see modernisation and improvements across Leyland, Bamber Bridge and Penwortham leisure centres including upgrades to reception and changing areas. Works are scheduled to complete by autumn 2025.
