Councillor Wesley Roberts, Cabinet Member for Finance and Assets said: “We’re seeking residents views on our proposals to re-designate some of our car parks.
“We want to make sure that our car parks can be used by as many people who need them – whether it’s for shopping, work or living nearby – and that they also can support the upkeep and continual improvement of our facilities.
“These proposed changes are part of our efforts to improve parking across the borough as well as making it fairer and more efficient and I’m pleased to say that all the car parks will have a period of free use ranging from one hour to three hours.”
Residents and businesses can have their say during the public consultation by writing stating the grounds for objection or support to Legal Services at the following address: Civic Centre, West Paddock, Leyland, PR25 1DH or via email to carparks@southribble.gov.uk

Frequently asked questions
- Why are the changes being introduced?
These proposed changes are part of our efforts to improve parking across the borough as well as making it fairer and more efficient.
Adding an affordable charge to our car parks (along with free parking for the initial period of one to three hours, dependant on which car park) allows us to make sure we can continue to look after our car parks, do necessary improvements and ensure they can be fit for the future.
It also allows for a fairer use of the car parks. Free all-day parking at certain sites has led to low turnover of spaces, making it difficult for residents and visitors to find parking. This way, more residents will be able to use our car parks when they need them most - improving access for visitors, shoppers, and leisure users.
2. When will the changes come into effect?
25 March 2026
3. Is there any other free parking available?
Yes, all our car parks carry a free to use period.
7. How do I pay for parking?
You can pay by cash, via the MiPermit parking app, by telephone, website, or via text.
8. Are there any concessions for residents?
Resident passes will be available at Bowling Terrace Car Park, Victoria Road Car Park, Cann Bridge Street Car Park and East Street Car Park.
9. Will motorcycles have to pay for parking?
Motorcycles are exempt from charges on all car parks where motorcycle parking is available.
10. Will Blue Badge Holders need to pay for parking?
If the vehicle is wholly within a disabled persons parking bay clearly displaying a disabled persons badge, there is no charge.
11. What will the money raised from these parking charges be used for?
The income can be reinvested into improving the facilities, such as better lighting and resurfacing.
12. Won’t this affect local businesses?
We anticipate that the changes will allow for even more people to enjoy the borough and take advantage of our ample and quality parking. The car parks will also all have at least a one-hour free period.
13. How was this decision made?
The decision was made by South Ribble Borough Council's Cabinet, after a review of car park strategy.
14. Can I appeal the decision?
Residents and businesses can have their say during the public consultation by writing stating the grounds for objection or support to Legal Services at the following address: Civic Centre, West Paddock, Leyland, PR25 1DH or via email to carparks@southribble.gov.uk
