Project overview
The Penwortham Masterplan will see the delivery of highway improvements and new areas of public realm across three key destinations in Penwortham, including Liverpool Road, Kingsfold and Middleforth.
Progress so far
The project is currently at technical design stage and over the years, we have has carried out a series of engagement and consultation sessions with the local community, businesses and key stakeholders.
This has included;
- Public consultation on key issues and questions in August 2021 via an online survey and drop in events
- Public consultation and stakeholder events throughout July and August 2022 on a draft masterplan
- Ward Member and Penwortham Town Council engagement in late 2024 to ensure we are still delivering a scheme in line with the original masterplan
- Accessibility engagement in May to June 2025 to ensure accessibility and security is considered as part of the technical design process
- August 2025 - Site visit with Lancashire Visibility Impairment Forum and Galloways to review and discuss the accessibility requirements for the scheme
- March to June 2025 – Pre-application advice with Lancashire County Council for the three sites
- September 2025 – Finalised RIBA Stage 4 designs for Middleforth and Kingsfold
- October 2025 – Expressions of interest issued to contractors at RISE Framework for delivery of Middleforth and Kingsfold
Timescales
The Section 278 Agreement process has been initiated with engagement on-going with Lancashire County Council, following an in-depth series of pre-application advice meetings.
Given the complexities associated with Liverpool Road, we will be now tendering for a Principal Contractor to deliver Kingsfold and Middleforth with the view of appointing a contractor for the works in the new year. Once a design has been agreed with Lancashire County Council for Liverpool Road, this will be tendered separately.
