The Council Tax charge is based upon the number of people living in a dwelling. If you are 'disregarded' it means that we do not count you when we work out the number of people living there.

If someone who lives in your household is an apprentice or a youth trainee they can be disregarded for Council Tax purposes.

When counting the number of people living in a dwelling if there is just one person living there, a 25% discount may be granted. If all the residents at a dwelling are 'disregarded', a 50% discount may be granted. 

Apprentices

You count as an apprentice if you are:

  • employed for the purpose of learning a trade, business, or profession
  • undertaking a programme of training leading to an accredited qualification
  • receiving a salary or allowance, or both of £195 or less per week before tax and national insurance deductions.

Youth trainees 

You count as youth trainee if you are:

  • under 25 and have an individual training plan funded by the Skills Funding Agency or Young People's Learning Agency.
