Taxi Driver and Vehicle Applications During the Covid-19 Outbreak.

Due to the Covid-19 pandemic, although new applications for Hackney Carriage/Private Hire Driver and Vehicle Licences are being accepted, unfortunately they will not be processed.

As a precautionary measure considering the coronavirus outbreak and the guidance being issued by the government South Ribble Borough Council is not able to facilitate this service in the near future as new applications require face to face contact with council officers.

We would like to apologise if this causes any inconvenience to anyone who would like to apply to this authority. The situation will be re-evaluated on 31st May 2020 when a decision will be made.

Renewal applications for Hackney Carriage/Private Hire Driver Badges and Hackney Carriage/Private Hire Vehicle Licences are being accepted but only online via the council’s self-serve system. Payment for applications can be made online or over the phone by calling 01772 625625.

Upon renewal of your driver badge or vehicle plates, you will not receive a new badge or plate.

The paper part of the licence will be emailed to you with an exemption certificate which will exempt you from displaying new badge/plates.

Your old expired badge would still need to be on display in the vehicle with the exemption certificate present in the vehicle at all times.

Your expired plated would need to be attached to the vehicle with the exemption certificate in the vehicle at all times.

The exemption certificate must be presented upon request from council officers and the police.

Hackney Carriage Vehicles

Hackney Carriages in South Ribble have blue identification plates on the front and rear of the vehicle and may be flagged down on any street in the Borough when the top box is illiminated, or wait at designated taxi ranks, whereas a Private Hire Vehicle must be booked in advance through the Operator.

All journeys in Hackney Carriages must be charged on the meter unless a fare has been agreed in advance. Inside the vehicle there will be a meter, a fare card setting out the prescribed tariff and an internal plate displaying the vehicle details and licence expiry date. The driver will also be wearing an identification badge displaying their name, licence number and expiry date. Hackney Carriages and their appropriate documentation are checked regularly.

Private Hire Vehicles

Private hire vehicles have a yellow rear identification plate and must bear a door sign showing 'Private Hire Vehicle - this vehicle must be pre-booked. Inside the vehicle there may be a meter and an internal plate displaying the vehicle details and licence expiry date. The driver will also be wearing an identification badge.

Fares for private hire vehicles are not regulated by the council - the cost of a journey will normally be based on a rate per mile or should be agreed with the company before the journey.

Wanting to become a Licensed Private Hire or Hackney Carriage Driver?

Stage one for a Hackney Carriage or Private Hire drivers licence application is, a successful completion of the relevant knowledge test and CSE training course. See number.5 'Knowledge Test Guidance Notes'  

All applicants will be eligible for 3 attempts to pass this knowlegde test at a cost of £25 (per test) Please note a 'no show' will be treated as a failed attempt. If additional tests are required a minimum waiting period of 4 weeks is mandatory.

Same day processing of Badges or Plates will incur a £20 additional fee for administration cost.

In the unlikely event a same day issue of badge is not possible, if a charge has been taken, a refund will be given.

The Council is responsible for licensing Hackney Carriages and Private Hire vehicles in South Ribble. Please note; Vehicles that cater for more than 8 passengers are licensed separately by as Passenger Service Vehicles by the Driver and Vehicle Standards Agency.
