South Ribble Local Plan and Central Lancashire Core Strategy – Review
The South Ribble Local Plan and Central Lancashire Core Strategy were adopted in 2015 and 2012 respectively. Paragraph 33 of the revised National Planning Policy Framework (2019) requires policies in local plans and spatial development strategies to be reviewed to assess whether they need updating at least once every five years and we have commenced this process. As part of this, Calls for Sites ran from August to November 2018 and January to April 2019. Following completion of these, the sites will be subject to technical assessment. The sites considered most appropriate will then progress to the next stage of the local plan subject to further public consultations.
The review is being led by the Central Lancashire Local Plan Team. Additional information and the timetable for the Central Lancashire Local Plan Review is available at https://centrallocalplan.lancashire.gov.uk/ or you can contact the team on 01257 515555 or by email CentralLancashirePlan@Chorley.gov.uk.
Central Lancashire Local Plan: Integrated Assessment (IA) Scoping Report
(incorporating Sustainability Appraisal; Health Impact Assessment; and Equalities Impact Assessment)
DRAFT FOR CONSULTATION August 2019
All local authorities are required to undertake a sustainability appraisal of their emerging Local Plans, to ensure they contribute to achieving sustainable development.
We have produced a draft scoping report, setting out the proposed scope and methodology to be used in the sustainability appraisal of the proposals in the emerging Central Lancashire Local Plan. The framework in this scoping report will be used to assess the emerging plan proposals against relevant social, environmental and economic objectives, to ensure they are the most appropriate, given reasonable alternatives.
In addition to sustainability appraisal, the scoping report also includes Health Impact Assessment and Equalities Impact Assessment requirements.
We are now seeking comments on the draft IA scoping report (in particular the objectives and assessment criteria set out in the IA framework at chapter 6 of the document).
The consultation document can be downloaded here: Central Lancashire Integrated Assessment Scoping Report

Neighbourhood Development Plan (NDP)
In March 2013, Samlesbury and Cuerdale Parish Council applied for the designation of a neighbourhood area boundary with a view to developing a neighbourhood development plan. This boundary was approved following public consultation. The Parish Council later decided not to pursue the development of a neighbourhood development plan, however, the designated neighbourhood area boundary remains designated unless it is superseded by a further application. The designated area can be viewed here.
If you are interested in producing a neighbourhood development plan, please contact us on email@example.com to arrange a meeting for guidance, including how to apply for initial designation of your proposed area boundary. Information about funding available through the Department of Communities and Local Government is available here.
Emerging Supplementary Planning Documents
An SPD on Policy B2 of the South Ribble Local Plan is currently under preparation. Consultation is scheduled for May/June 2019.
Central Lancashire Access to Healthy Food: This is currently under review and not actively being used, due to additional evidence becoming available.
The areas that the above Supplementary Planning Documents cover will be considered and a judgement made as to their future during the Local Plan review process.
