The Energy Company Obligation


The Energy Company Obligation (ECO) is an obligation on energy suppliers aimed at helping households cut their energy bills and reduce carbon emissions by installing energy saving measures.

The new Energy Company Obligation (ECO4) Amendment Order allows local authorities to help households living in fuel poverty, or living on a low income and vulnerable to the effects of living in a cold home, by partnering with energy suppliers and other funders to secure funding to carry out work using the new 'flexible eligibility' mechanism. 

To enable residents to benefit from this new funding stream the council must produce its flexible eligibility criteria in a 'Statement of Intent' and publish it on its website and also notify The department for Business, Energy and Industrial Strategy (BEIS), this will then be used by the energy companies to allocate its funding.  Where residents qualify for this flexible eligibility criteria the funder will then need to submit a declaration to the council before any work can be funded in this stream.

The measures provided under the Energy Company Obligation (ECO4) will vary from funder to funder.

Winter Warmth


Gas Servicing

The winter warmth programme* provides eligible householders** with free oil, gas or LPG boiler and/or fire service. 

The criteria residents will need to meet to be eligible is:

  • Residents must be aged 65 or over with a pre-existing medical condition
  • Anyone with a disability
  • Households with a child under the age of 5

For appliance servicing, residents must also satisfy the following:

  • Appliances must NOT have been serviced in the last 2 years
  • Appliances must be fully working without any existing faults

Following the service, should a repair or replacement be required, this will be fully funded through the scheme (subject to funding).

*The scheme can be withdrawn at any time once the funding has been allocated, funding will be allocated on a first come first serve basis.

**Residents who have benefited from the scheme previously will not qualify.


All measures will be available subject to funding and will be approved on a 'first come, first served' basis.
