Changes to West Paddock, Civic Centre car parks in Leyland

From 24 September 2025, West Paddock, Civic Centre rear car park will become a pay and display car park, and the front car park will change from a maximum 2 hour FREE stay car park to maximum 1 hour FREE stay car park 7 days a week.

To ensure fair and controlled use of the Civic Centre car park, South Ribble Borough Council will be introducing new parking charges and restrictions starting Wednesday 24 September 2025.

This change is intended to promote orderly and safe parking within the car parks, support the maintenance and improvement of the facilities, and increase turnover of bays to allow more visitors to access the Civic Centre.

The rear car park will transition to a pay and display system with enforced restrictions between 8am and 8pm daily.

The new rear parking charges are as follows:

  • first hour: Free (must display a time of arrival ticket)
  • up to 4 hours: £4
  • up to 8 hours: £8
  • overnight parking: Not permitted (except for council vehicles)
  • permits will be available for regular users
  • electric vehicles (EV) can park for up to four hours in an EV charging bay while actively charging your vehicle. Please ensure your vehicle is plugged in and charging during this time. You are required to obtain a ticket for the duration of your stay.

Driver’s parking in designated disabled bays must ensure their Blue Badge is clearly displayed at all times to avoid penalties.

Parking enforcement will be active from 24 September 2025, and vehicles found in violation of the new rules may be subject to fines.
